A lot of his lines wouldn’t work without someone that’s been elected, or at least in politics, Blueblood is too much of a wimp, and the other politicians work better elsewhere.

It’s kind of a series long thing. Who is who in Rising depends on who was who in the earlier games in the timeline.
 
For example, the Boss would have been Celestia, Naked Snake would be Luna who becomes Nightmare Moon, is killed by Solid Snake/Twilight Sparkle, who fights Liquid/Trixie.
 
Raiden/Spike would have been trained by Solid Sparkle’s perfected sister, Solidus Cadance.
 
For the record Garble is Monsoon, Sombra is Sundowner, and the final boss is Mayor Mare. She’s the only pony that’s been elected, after all.
