Sonic ‘06 Blaze isn’t the Blaze we see in the entirity of the rest of the series. Hence why that character development doesn’t apply to her. Sonic ‘06 was a bastardized reboot attempt that backfired on itself even midway through production, hence its own self-destruction at the end.
 
And yes, actually. Her being a princess DOES have a bearing on her story in the games. For starters, she’s the guardian of the Sol Emeralds BECAUSE she’s royalty - ‘cause that’s the duty of the royals in her world. Secondly, in the sequel, Rush Adventure, her royal status is touched on multiple times, with many NPCs referring to it, as well as one of the royal treasures being stolen by the Eggmans.
 
So yeah. Her character development does stick. And none of the comic nonsense matters, either.

Character development which also goes out the window in Sonic 06 (okay, low blow, sorry). Seriously, does being a princess have any bearing or relevance in her story of the game? (for the record, I don’t know much about additional media like the comics)  
Character development doesn’t seem to stick in Sonic games in general.

In one game. And then she went RIGHT back to being a hindrance/stalker/fangirl/annoyance.
 
If you wanna say which character’s gotten the most character development, it’s Blaze, hands down. Not only does she get more character development through the course of one game compared to Amy’s long tenure, but her development actually STICKS in her second appearance in Rush Adventure, where she continues to develop even further.

To be honest, Amy’s the Sonic character that got the most character development over the years.  
She got kidnapped back in Sonic CD, and then her gratitude evolved into a (overly-zealous) crush on her savior. But she didn’t want to be a hindrance to him, so she learned how to use a hammer and fight for herself.
 
Even if you don’t like her fangirly attitude, you gotta admit that’s some interesting character, and she didn’t even need to spend 4 games brooding about “being dark and tortured”.
