Hmmm, maybe a leftover look from Sweet and Elite? She does go through quite a few. That does, however, kind of also bring back the possibility that this WAS created just for the gag - if I remember correctly, a couple of the Rarity looks from Sweet and Elite are never used again after the Becoming Popular montage. So just making it and then having it on screen for a few seconds is not outside the realm of possibility.

there is a non zero chance that the asset was created for a different occasion and then ended up not being used for that, so they just used it here to not waste the work. Also I think this dress literally does make another appearance later?
