That doesn’t mean Sprout can’t over Hitch’s head to the mayor.
The problem with that is that Hitch has been called Sheriff while Sprout is a Deputy. This implies that Hitch has the higher rank or may even be in charge of the local law enforcement – which may only consist of him and Sprout for all we know.
It might be a reference to news stories about how sometimes police officers have to stop traffic if a mother duck and her ducklings wander onto the streets.
