It’s because the person who did this can’t draw, and legitimately believes that stealing art and coloring over it in MS paint is a substitute for actual artwork when anything drawn to one’s best ability regardless of skill level is all that is actually required of an individual to be worthy of praise.
 
I feel your pain as someone has done the same to me before. Fortunately the person who did it to me actually matured and tried to draw things by their own ability. It’s not the best but at least they’re still trying and that’s more than enough in my book.
