I remember them being more isolationists than xenophobic, they didn’t want to deal with anything of the surface and were happy with staying above the clouds undisturbed. At least until Pip went and… well, without spoilering anything, “poked the hornests’ nest” by accident.

I read it long time ago, but how I remebere enclave from fallout was much more evil thing, well it is only my opinion + I read book few years ago x)

Less? Really? With how they were calling Earth Ponies and Unicorns? Closing skies?  
I mean… they generally reverted to before Unification of Three Tribes, but with advanced technology.  
Their plans to wipe out surface ponies? I think that alone count as “xenophobic as much as possible”. ;)
 
I mean, she is partially pegasi, with wings - so she is propably treated as… less important, but still much more above other subspieces of ponies. And no one is brave anough to tell it to her face, since claws tend to leave…. nasty marks. ;)

Huh… hybrid… I don’t think she would be much welcome in The Enclave - Pegasi in FoE were really, really xenophobic.
