To be fair to the guard, remember these events took place well before ponies and dragons started talking to one another. (Largely thanks to Spike when he got older and started showing interest in his people.) When Spike was hatched, hardly any pony knew anything about dragons other than they were very, very big and very, very dangerous.

Hmm…I don’t know about this. On the one hand, the guard’s stated concern seems to be a valid one a dragon’s angry mother looking for their child in the middle of one of the most populated cities in Equestria is definitely not an ideal situation but I don’t get the impression that dragons are in the habit of putting their young in overalls? Unless he thinks Twilight kidnapped Spike, but he neither directly accuses her of doing so nor does he imply that’s what happened.
And considering how quick he is to abandon his “what-if-his-mother-shows-up” line of alleged concern and how quickly he moves on to verbally abusing Twilight, spitting out a complete analysis of their relationship despite never having met either of these two before, having barely any interaction between them to go off of, and really only knowing that a) Twilight’s a bit on the young side (admittedly cause for concern, but not in and of itself proof of anything) and b) that they’re not the same species. And those two observation, all by themselves, with maybe ten seconds’ worth of observation to go with them and probably not even that are enough for this rando to accurately analyse the nature of Twilight’s relationship ~~or, in his mind, lack thereof ~~ with Spike?

Like, I don’t we’re meant to perceive this guy as having a valid concern which happens not to be justified on this one specific occasion, or if we’re meant to perceive him a racist abusing his power (or perhaps both, a racist using a valid concern as a fig leaf to justify abusing his power), but considering how quickly he seems to create a detailed picture of how these two complete stranger relate (or, again in his mind, don’t) to each other, even when pieces of (admittedly circumstantial) evidence either don’t line up with, or outright contradict his conclusion (Spike certainly seems to think she’s his mother, considering he’s calling her “Mama”), at the very least we can conclude that, whatever the reason, he’s perhaps not the best at his job.
Of course, this also raises the question of…well, baby dragon in the care of one of Princess Celestia’s pupils seems like maybe the sort of thing Canterlot’s law enforcement might need to know. Do they have that information but this guard doesn’t know if this baby dragon is that baby dragon? If so, that might be understandable, though I wonder how commoon dragons actually are (and thus what the odds are of this scenario) in the more populated parts of Equestria. Do they know and this guard is simply ignoring it? If so, that certainly clears up what’s motivating this guy to act like this. Do they not know at all? If so, that seems like kind of a big oversight on Celestia’s part.
