It would be simple enough just to have it be part of the dragon’s nature to have it replicate the mother’s form of birthing. Some sharks lay eggs, others give live birth. Same deal.
Ponies are still mammalians,they don’t produce eggs.

But hypothetically speaking I would go with what @Aharon L’anglais said.
Bullshit a pony dragon hybrid would probably be more mammalian in appearance and would probably be a live birth.
