The sign is probably referring to the railing it’s attached to, not the sign itself.

That’s just how politics/lawmakers work (at least in western countries). Some of these laws/signs are put in place to appease groups who petition stupid issues and ask for laws covering them. Other times they are put in place because (for whatever inexplicable reason) it became an issue that needed to be addressed.

In other cases they are put up just for shits and giggles by lawmakers (at tax payer expense).
