Though they could just as easily have done that by letting her get her hooves on some piece of assistive technology.
I'm still highly disappointed that they never took the obvious opportunity to let Scootaloo normalize disability in kids by just outright calling it that and letting her use adaptive aids to fly the same way she's been using her scooter as a replacement. She's a certified little badass on that scooter, she'd be a sky demon with some kind of folding hang glider where she could use her high-rev wings for thrust.
Realistically, a Pegasus not being able to fly would be as common an occurence in Equestria as humans who can't walk in this world— there have to be well established in-universe adaptations to that already.

With Scootaloo, you have those who will be happy for her to be able to fly on her own one day— and those who will be happy if she finds a way to be happy without flying. I personally believe that since they grew up by magic in this episode, some things regarding them may have not properly matured with it (Example:Scootaloo's wings). That doesn't phase out the possibility that she wont be able to fly into her adulthood, but it doesn't shut out the possibility that she will either.

It's a matter of it being about Scootaloo.
Maybe there's a perceived 'worse-ness' about not getting to fly as opposed to altered basic mobility.

In fact, the way I see it, he got as strong as he is due to the training he had to undergo in order to be able to fly.
