That’s fucked up. I thought that was only a thing if it’s a staff bathroom and it wasn’t a service building like a gas station or restaurant. It seems like any food or drink places and shops are required by law to have a bathroom for the public to use. I’ve never seen one without. And never seen one you needed a key for.

I only ever saw one pay toilet in my life. It was being vandalised at the time, as in, someone was trying to get in for a good reason. Funny how they claim the fee is to help fund repairs, but nothing is going to result in more broken doors. It was the first and last time I saw one, at a bus station, and it was super shitty. I don’t know how pay toilets are legal.

no, I’ve actually been to some gas stations off a highway with nothing else around where you don’t get the key to the restroom unless you buy something

It’s not rare, it’s standard. The door’s not locked though, you’re just gonna get a bad look if you leave without buying something.
Just a “courtesy” thing. That I ignore half the time.
Of course if the area is deserted, you can just find a private spot.
