No, Nemesis Prime is not like Bizarro Superman.
The Transformers Animated version of Toxitron, from the BotCon 2011 comic The Stunti-Con Job, is the Bizarro pastiche as he is characterized with the same style of speech and mannerisms, as the aforementioned Superman character.
Well, in the US, Black Convoy was called “Scourge” when Hasbro bought Car Robots in the Us in 2001 as “Robots in Disguise”. But it would possibly make sense to compare Mean Twilight Sparkle to the actual G1 Nemesis Prime. And since Optimus Prime was like Superman, Nemesis Prime was like Bizarro.

I thought about comparing Sci-Twi with Optimus Primal, but then I remembered that he was a descendant of Optmus Prime, so I decided for Ginrai, “a human Optimus” with mystical superpowers
