Changlings were born from a tree in stagnant swamp water full of rotting unicorn bones and the tree itself feed on biting flies that tasted the blood of starswirl the bearded.  
It stands to reason that before their reformation they smelled of rot and decay and Former queen bugbutt refused to change and still smells of decay and transforming would do nothing to mask that stink so she would need to cover herself in deoderent and perfumes to go unnoticed.

The smell of swamp water, moldy wood, and rotting bones permeates the air near a former changling queen.  
Her transformation does not mask her sent only strong perfumes can cover the smell of decay, but creatures with a keen sense of smell can still smell her true form.
