Very close with the dates. It’s based on one of the original 1860s George Englands, as rebuilt by Boston Lodge in the 1890s (which looks much nicer).
It’s all a part of my headcanon that Equestria has its own smaller version of the Ffestiniog and Welsh Highland Railways. I’m in the process of building 009 models of this engine, the rolling stock and eventually layouts of the stations.

Would this engine’s basis happen to be a Boston Lodger 0-4-0ST+T, perhaps built in 1878? It looks remarkably like one.
