I watched the short and this was just poorly done. The joke fell completely flat because the punchline wasn’t nearly anticlimactic enough. No child is going to think that a tortoise riding a skateboard off a ramp and making a perfect landing isn’t impressive, even if it wasn’t exactly what RD described.  
If you’re going to use the “kids think it’s cool because the cool kid thinks it’s cool” cliché this way, you build up the joke (which should take just a little less long than it did) and then you have Tank fail abruptly and catastrophically at the beginning of the stunt.

I haven’t watched this so maybe I’m missing context, but it doesn’t seem at all realistic for these kids to not be impressed by the fact that a tortoise s riding a skateboard in the first place.
