Really? To me, he looks like he’s wearing mascara in the second panel.
It’s based on a Japanese art style for comic books for girls. It’s supposed to be the counterpart to shounen. In the art style men take a more feminine appearance. And to counter what you just said about Spike looking like a girl Spike actually looks more like a masculine yet gentle dragon in my eyes.
