most people will never see it if you get the major ones, deviantart, furaffinity, maybe e621. with pony art it’s pretty much just derpibooru. then, artists won’t draw fanart, because they don’t want to draw stuff most people will never see. soon as a site with the art starts getting popular, you start making trouble with the admins there, pretty simple formula.
 
then they just say it’s original art and change the names, and there’s nothing he can do since he draws generic disney style animals. but it’s definitely not fanart at that point.

he pretty much just has to ask the admins of the few art sharing forums out there, and they’ll make sure nobody can find the fanart or tell anyone where it is.

Weird, but kinda impossible to enforce, unless he threatens to sue everybody. (Which would kinda make him look bad.)
 
I don’t see anything wrong with fanart, it might even help promote his comic, (I sure never heard of it, until this was posted) and it’s just fans way to show their appreciation for something.  
I mean, I can understand not wanting perv’y fanart soiling the reputation of your comic, but most of that’s tucked away at the darkest corners of the internet anyways where most won’t see it, and honestly “Rule 34” can’t really be stopped no matter how hard you try.  
I remember when Archie Comics tried to sue Fanfiction.net for people making lewd fanfics of Archie & Friends, and that didn’t really go anywhere.

Oh, that thing. Good slice of life, the rabbit fam is the best, but would be more successful if the author didn’t ban all fanart and such.
