A “Hong Kong dollar” is the local currency used in Hong Kong itself. It was the British colonisers who used a dollar sign as a “standard” currency for people in Hong Kong after they purchased the city from China in the 19th century.
One American dollar ($1) corresponds to HK$7.83 in local Hong Kong currency. So HK$214 (the price of the Rainbow Dash cake) would be $27 in American dollars.

That $214 amount is in Hong Kong dollars, not American dollars.
