I am an amateur linguist and I can’t identify the accent he is doing for her. She sounds like a female version of Dexter, from Dexter’s Lab. Genndy Tartakofsky apparently created that accent for doing prank calls and it combines French, German, and Russian.

…she also sounds more than a little like my Polish grandmother. :o
