Oof, This comment didn’t age well.
It’s most likely the latter, Ocellus is disgusted of being someone evil, regardless of how she looks.
It would make no sense for her to find Chrysalis ugly when all changelings used to look “uglier” than her.
This line annoyed me a bit, because aside from Chrysalis having a striking and memorable appearance that’s beautiful in its own way, it implies that Ocellus and possibly everyone else that count themselves as good guys operate on the idea that Good = ‘Pretty’. However, bearing in mind what Chrysalis put the swarm through, possibly for no good reason (on the offchance she knew all along that they could share their love, I mean), I can appreciate that she might just harbor a lot of ugly feelings toward Chrysalis herself.
