True but it does have to be said, the Equestrian system of education was made to teach ponies, not other species. We’ve already seen that dragons, for instance, are MUCH more aggressive and vicious than ponies are. They’re mostly solitary apex predators and ponies are prey creatures adapted to herd life. And that’s just talking psychological differences and not purely physical ones.
Neighsay acts like a total jerk but some of his argument isn’t completely lacking merit.
He was evidently traumatized by the Changeling’s and/or Storm Beasts’ attack on Canterlot because he distrusts non-ponies to the point of openly insulting a group of friendly foreign dignitaries to their faces. Ember really should have eaten his face off.
It’s a wonder Celestia allows such an imprudent fellow to keep his job.
Of course Neighsay is a racist/speciest and he’s supposed to go to hell for it (well, Tartarus). But I’m still not convinced he’s actually wrong.
What do I mean by that? Well, considering the conquest of Canterlot by the Storm King’s troops, it may well be that his fears are “well-founded”. That other species could turn on the ponies. Even if Twilight finally solved the problem, it was certainly a traumatic experience. But I am convinced that the show will never make this circumstance canon. At least not the way I see it.
Second, as far as his reformation is concerned, I think he and Cozy Glow are somehow related to each other. At least it will be the case that Neighsay and/or Cozy will be rescued by the Student Six. So he recognizes his mistake and will apologize. Of course, this will not be enough for many fans. But the show won’t make much of an attempt to portray something credibly. Unfortunately.
In the end, everything is forgiven and forgotten. As always. ;-)

Most people who are racist are normally raised to be that way or just hang out with the wrong crowd, no one is born racist. Neighsay likely has just been reading too many media stories and never took the time to realize that you can’t lump an entire species into one category just because some of it’s members act like idiots.
The school seems to be more about what other societies were allegedly missing. Her assuming it was needed is turning out more racist.
And i think being scared of Zecora is too small an example over the entire course of the series. Hearth’s warming slightly less so, but it’s obviously in the far past with next to nothing comparable in the modern day.
That’s because it IS real. Ponies are xenophobic and recist; that’s been obvious since “Bridle Gossip” and “Hearth’s Warming Eve”. Hell, why would Twilight Sparkle even feel the NEED to open a “friendship school” if it wasn’t something pony culture was missing?

Yeah, or maybe that. Though even if that’s the case, plenty doesn’t mean “literally entire Equestria”. Yet entire Equestria ignores the fact that the head of major governmental agency looks like Ming the Merciless and sounds like someone’s racist grandpa. He isn’t even subtle in his speciesm, he doesn’t try to lobby for speciest laws while pretending to be the Paragon of Species Cooperation(or maybe he does ofscreen), he just flaunts what little authority he has, while practically screaming “I’M HUGE MOTHERBUCKING BIGOT AND I’M NOT AFRAID TO SHOW IT! EQUESTRIA FOR EQUESTRIANS! FIRE ME, FIRE ME, SEND ME TO THE MOON!”. Starlight was pretty effective cult leader because she at least pretended to be sympathetic and hid her instability quite well until the Mane Six showed up. Neighsay is just, well, cartoonishly villainous and bigoted. Again, I’m not an expert on hate groups either, but if a racist managed to achieve some important governmental position in country where racists don’t make up 100% of population, wouldn’t it be smarter to distance himself from racist street thugs at least until those thugs somehow manage to become government, instead of alienating the majority and ruining his chances at pushing racist agenda?

We’ve joked about racist ponies before, but Neigh is like all those jokes distilled and made real.
In the recent years Canterlot was attacking and conquered by two foreign armies. First the Changelings attacked during the Canterlot Wedding and most recently the Storm King’s army conquered it. This would be a good reason for Neighsay not to thrust non-ponies.
So what ,you guys are effin petty,if there is one villain that can be reformed without it getting bumpy,it’s old grump chancellor,he’s not on Tirek/Storm KIng/Chrysalis/Sombra level of villainy,he’s a prejudiced asshole,not a dictator
