I believe by “full” he might have meant meant EX since unfortunately, with CSP you are limited to 24 frames until you cough up the cash for EX. So anything more than a short loop is out of the question unless you want to make it in segments (which is a pain).

Clip Studio Paint regularly goes on sale for $25, one of the cheapest professional drawing programs you’ll find that isn’t pirated.  
It’s also a permanent license, so I don’t know where you got the idea it’s subscription based.

Looking at Clip Studio Paint, it’s much more expensive to get a full version and requires a subscription. I’ll stay with SAI for now.

To add, if anyone is currently using SAI and wants to get into animation, I’d recommend Clip Studio Paint 100%. It’s very similar to SAI, but on steroids. Plus animation tools and exporting.

You can use SAI to animate in the same way you can use MS paint to animate.  
You have to draw every frame and then export it, then import the frames into something that can play them as an animation, like photoshop.  
The only difference is the use of layers allows you to set up onion-skinning, though you have to do it manually, whereas programs actually designed for animation have that, as well as many other tools, already set up to streamline the process and make it faster and easier.
 
There is a “sai animation assistant” of sorts that automatically scans a directory you set for numbered images and sticks them together and plays them as an animation in “realtime”, but it’s really not much better.
 
I just got Clip Studio Paint, set up my keyboard shortcuts to be the same as my SAI shortcuts merged with my Flash shortcuts, and now I can animate in it as if I was in Flash, while drawing as if I’m in SAI, quickly and relatively easily.  
100 times easier than trying to animate in SAI. Don’t bother.

Marsminner uses Sai to draw his art and to animated them as well.
 
You can also use Photoshop or CLIP to animated if you wish to have more features but they cost much more.

What program did you use to animate this ?
