I imagine that when she goes to school, Bloomie has to wear heavy shoes with the thickest, most tickly woolly socks ever and they make her feet itch like crazy all day long, so that she can hardly concentrate on her lessons through the nonstop ticklish distraction!  
Then as soon as she gets home, she strips her footwear off and has to scratch and rub her sensitive feet all over to soothe away all the itchy tickles, and that’s why she so loves being barefoot unless she absolutely is not allowed to.
