Learning how to do basic show traces is pretty easy, and once you’re decent at that there’s not much of a leap to doing “freehand” stuff.
 
The hardest part is probably just getting familiar with the necessary tools in Inkscape. It has a million buttons, but really, for the most part, you only use 3 or 4 tools. There are plenty of SVG files here you can download and view to see how they are done, though. Searching google for “Pony vector tutorial” will turn up tons of results.
