One of the reasons I dislike Fo4 is that it breaks a lot of lore from an already fairly solid structure.
 
From the digging I’ve done, the Enclave tested many variants of power armor since the War in 2077, but many proved ineffective in real combat scenarios. The Enclave desired a suit that exceeded the T-51b model;the strongest available. The APA Mk.I armor was built and engineered as an original suit by the Enclave with R&D beginning in 2198 and the final product was complete and produced by 2220. It was never based on the X-01 model, but more around the T-51b.
 
I’m aware the in-game description says the X-01 was made by remnants of the US military, pre-war, while the APA Mk.I was developed almost 122 years after the apocolypse. The term “remnants” is subjective and meant to confuse fans into thinking it might have been the Enclave, but there are plenty of factions with ties to the former US military, such as the BoS.
 
There’s plenty of debate about the armor sets, but the previous games have well-structured lore while Fo4 tosses in a loading card and the vague and disturbingly strange partnership between the military and a soda company

The enclave didn’t use X-01. They used advanced power armor and hellfire power armor. The X-01 was a pre-war prototype that was in production when the nukes hit. The power armor used by the enclave is based off the X-01, but it is not the same thing.

The biggest reference I used was the F:NV Remnants Power Armor (otherwise known as the Advanced Power Armor Mk.I) which is used by the Enclave in both Fo2 and New Vegas. With Fo4 being crammed into people’s minds and the unmistakeably striking similarities between the two sets, I thought it would be easier to simply tag this as X-01 and Enclave since it was standard issue.  
At least until the oil rig was k’sploded and the APA Mk.II was introduced in Fo3
