Well they are not in equestria, and they literally annexed the empire together so I don’t think he would be a consort here. But maybe in equestria.

The Crystal empire seems like more of a vassal state or protectorate than any true independent nation which would make sense what with it consisting of only a single ancient city in the middle of a frozen tundra,one that they liberated from their former tyrannical despot. Cadence and Shining appear to function as figureheads(a bit of Political maneuvering on Celestia part?) albeit they seem to be genuinely benevolent to the citizens and want to develop them.
 
A process that has apparently been very successful since Tourism is obvious for and from the crystal empire and they even held the Pony Olympics. Them having the titles of only Princess and princes seem to be a result of Equestrian Culture and it adherence towards those titles as the supreme level for a ruler.
 
We know other pony civilizations have the terms Empress and Pharaoh so it would appear that the Princess just have it that way for some reason.
 
Cadence for her part seems starkly appropriate for her rulership resembling the former princess and being deeply connected to the crystal heart via her talent for love.

Ponies don’t play by our royalty naming rules. Princess is highest rank, so prince would also be highest rank.
 
World is different because Celestia doesn’t like Queen.

Also, do keep it in mind people, that Shining and Cady have a kid in canon.

Technically Prince Consort, or not, idk a lot about royalty but isn’t it against the rules for Shining to have the same rank as Cadance since he married into royalty?

By the way, why is he and cadence are not KING and QUEEN of crystal empire?  
I’m not sure but is prince mean that his (for example) father is a king?
