I thought the joke was that all ponies look alike because of their similar body builds. Ergo, a “you people look the same” joke.

Yes, clearly without the ability to notice differences in shades of color, size and shape would be a dragon’s most distinctive feature to identify and be identified. I enjoy using dialectics to reach synthesis like this.
Perhaps, the more analogous comparison to whities who cannot tell apart black people, Asians, et cetera, would be dragons who cannot tell apart ponies, not because of their similar colours, but because of their similar shapes. This is because dragons are multi-hued already as well, but all have distinctive body shapes, something less so with ponies.
TL;DR, literal cultural color blindness?
