Meh, I always found Clockwerk a very overrated villain. He had an immortal body, and he could die only in a specifical way nobody knew about it (and happened very casually). With a body like that, he could have ruled the world, but instead what did he do for thousands of years?….. haunted a dinasty of thieves in order to take it down and becoming the new best thief in the world….
 
At least Le Paradox, as much he was an iditot, was more ambitious: he didn’t limit himself to try to take down the Coopers, but also tried to create a fake regal identity in the past so he could have ruled the world in the present….
