They seem like the closer to the base they get the more stiff they are. To the point only the tips of the breasts have the realistic bounce and jiggle while the base is made out of something similar to styrofoam.
 
I like where this test is going though.

You know what’s bugging me in this picture and in the Fluttershy one? That the heads are so huge compared to the rest of the body. Shrink them by like 30% and it would feel so much better.
