It’s interesting that you interpret it as the licking Ember is doing at that instance … and not at anything that could have happened before.
 
I mean; of course it’s recommend to include the action that lead to the conclusion, in the image itself … but that’s not always the case. – With a statement that two belongs together (marriage), the one being positive about that might hug/snuggle/lick their mate. I wouldn’t see this action as the reason for the marriage.
