Her magnetism strengthens and weakens based on her mood, emotions, etc. Theoretically she could figure out how to consciously control it, but she just can’t yet.

Magnetism is the result of moving charges. Ferromagetism though is thought to be the result of particle spin, which doesn’t imply that particles really spin, but is instead a property of subatomic particles explained by quantum mechanics. In classical theory, the Maxwell Equations describe the relationship between electricity and magnetism along with predicting the existence of electromagnetic waves.
