You have it right.
I think they’re for the hind legs. Their rear is raised to be visible through the wheel and the hind legs are folded parallel to their bodies and cuffed around the ankles (I’ll let CyberSquirrel correct me if I’m wrong). And the hooves visible at the bottom are indeed the front ones.

Real quick, another thing I don’t quite understand about this picture; what are the middle locks suppose to be used for (like the one you see directly behind Rarity’s head). The exact location of them has kinda created this optical illusion where I can’t tell if the hooves we see at the bottom are the front hooves or the back hooves.
I understand. Don’t worry, even if I’d like to see a proper coloring job, I wasn’t holding my breath for it.
The thing is, of I ever do color this I’d want to do the lines first — this version is just too sketchy. I don’t think I could be happy without adding some basic shading & highlighting, either, so it’s not the sort of thing I could just knock together on a lunch break.
So, if I had all the free time in the world I certainly would color this, but for now it’s just not a high priority.
Still playing around with the idea, but my computer’s out of commission at the moment, and I have other projects I want to finish first.
That’s what I used as a reference (this and the show’s colors to get the exact hex codes). Still the lack of technique is plain to see, with white pixels everywhere around the lines, and I’m not about to upload the downvote bait-grade abomination that resulted from my crude efforts, so please don’t ask me to.

Something I’ve been meaning to ask; you said you might consider making a sequel with different ponies? Have you given that any more thought?
You don’t have to do this if you don’t want to, but here’s just an idea I had in case you ever do make another part to this ‘wheel’ series: Maybe there could be a picture where the r63 mane 6 is playing this wheel game? Just an idea.
Although there’s no particular reason or significance to it, each segment in the middle uses the mane/tail colour of the pony opposite (in Dash’s case, the blue stripe).
Likewise, the outer ring uses the coat colours of the ponies two places to either side.
The backgrounds use the coat color of the pony opposite.
If you want help on who to give what color, you can just use this pic as a base model
your current filter.You can see Rarity and Fluttershy are at the bottom. They’re in the front in this picture. You can probably figure out he rest of them from there.
(Don’t ask me what the colors in the middle are suppose to mean)
Guess the odds weren’t in our favor after all.
I made myself a sloppy coloring, just so I could see well who was who (Rarity and Fluttershy are obvious, the others not as much), but since I don’t have any artistic talent (seriously, I just filled in the blanks using the bucket tool of MS Paint, and I already spent way too long just doing that), I’m not about to put it here any time soon.
There is a small chance that I might colour this at some point, but it is only a small chance.
If someone else wants to colour it, I don’t mind (just give me credit where it’s due).
No chance at a colored version, I suspect? I mean, it is really hot…
