You don’t even need a special program. Most audio editing programs, like Audacity (which is free), will do. Make two copies of the voice line, lower the pitch of track 2 by 7%, and track 3 by 14%. Then lower the volume of the second track, and the third track by a bit more.

A synth/reverb can often involve added special effects, which in turn = more cost.
 
however, it’s not a bad thing that a changeling has a normal voice and an actual name as it proves they are a people and not purely subject to the whims of their queen.
 
The normal voice also means they have an easier time hiding, even outside of a disguise.

How is anyone seeing any of this? The episode doesn’t air until tomorrow.
 
As for a voice, the only known difference was the queen with a reverberation in her voice. Nothing says the soldiers are anything like that.
