A lot of risky hobbies appear as stupid to the ones who don’t practice them. I would also not climb mountains without safety gear, or, climb up a high tower just to make a selfie up there, but some people are willing to take the risk and enjoy the thrill.

We don’t know who designed it, but it’s just done for a bigger challenge. Kart racing is all about risks and challenges. It’s a badass design if you think about it.

He just made a joke, obviously. You can see that not all of it is sloped in some shots of the racing track.
And the cliff is still there. We just haven’t seen the position of Ponyville it is located at again since that episode.
