He kept them in an abandoned asylum, and all in one part of the building. He had one doctor trying to take care of 14 savage animals, and he expected her to also find a cure. At the same time, he kept the problem secret, preventing anyone who knew about night howlers from making the connection that would eventually lead to a cure.

Honestly, he WAS doing the right thing, just doing it for the wrong reason; I mean, once he was found out, what happened? EXACTLY the same thing that he was doing before! The animals were kept imprisoned in medical facilities and examined, with no progress made.  
Its not like he was just Putting them in rusty cages or anything, there was legitimate high quality medical work being done on them and the Hospital, in the area they were kept in, looked up to date.  
The issue was that he was imprisoning the predators without proper legal jurisdiction, for the obvious reason that he only cared because it was predators, not because it was the right thing to do.
 
 
So was he a douche? Yes. Was what he was doing “Evil?” No.

|| he did have a doctor/scientist type studying them to try and find what was causing the change and how to reverse it and cure these civilians but indeed he was doing it super “cover up in the medical basement” style. He did this because it was predictors going nuts and he didn’t want bad press, particularly since he, being a lion, is a prime image of a predator.
 
Again I am by no means saying I agree with his particular methods but to be fair a politicians image is not “just” ego and job security but does greatly effect how well they will be able to do their job.

Yeah he most certainly was a “politician” in some of bad sense but his lodgic certainly wasn’t completely without its own merit, not that I agree with the method he took.

Well, he’s kind of a dick, yes, since he cares more about himself than about potentially the lives of his citizens, but this is no more evil than most politicians. And in this case, it really was arguably for the best possible cause.
