Given the separate entrance to get to the other floors, it’s possible this is a residential building that’s being converted into commercial things, with the first being the club upstairs. Can’t imagine anyone wanting to live right underneath if that’s the case.

That’s a very odd building design. Apparently the upper floors have a hallway along the wall facing the street, and the stair cases are on alternate ends. A normal office building would put the hallway in the center so the offices could have windows, and the stairwell in a single location to make going up and down floors as quick as possible.
