Most OCs don’t have explicitly announced “having nothing to do with FiM”. You can do canonXoc with them, you can involve them with stories with ponies with similar jobs/goals. With that announcement, you cannot. You can’t involve Luna or the Night Guard in Hagwarders story because they share the job, you can’t involve any of the mythology, etc.  
OCs implicitly share the universe(s) with FiM-like ponies. Hagwarders have explicitly been announced to not, so the only thing they have in common is body shape.

Most OCs have nothing to do with the show except likeness either. Theres no difference here. It wasn’t a careless announcement just because it was true.
