I’m going to ship him with Whoa Nelly.
Given his cutie mark, either Lead Weight or Cement Shoes would be appropriate and he does have a sort of mob enforcer look about him as @soundtea pointed out.

That’s fine, but you don’t want him to be named for his cutie mark then don’t name him for looking like Bulk.
…well can we at least head-canon him to be, like I dunno, Bulk’s cousin or something?
And he sounds like Johnny T from Glove and Boots?
And I hate it when they are named for looking like another pony, in this case Bulk was often called “Roid Rage” before he got his offical name, so I hate this one having a name with “Rage “ for looking like Bulk.
