Maybe. I’m not all that familiar with this meme. A meme, or more like a joke, that I’m familiar with is doing something crazy or stupid, and saying “I learned this back in Nam!”
I think that a mile stare or ptsd it fits, too?
Well, unfortunately, I get the feeling it’s for that poor, naked girl running in terror from her village after she’d been burned by napalm. One of the most famous images of the Vietnam War, but still technically explicit due to nudity.
I think it is whenever a character or person has a very distressed face or emotional state, people will parody it by giving them a “Vietnam flashback”.
