Celestia didn’t use the elements. Nopony could because To Love Alicorn and Crazy Future is set after Season 4. How Moon banished herself to the moon is not yet known.

Ok, this makes no sense.
 
A: Celestia could only send Moony to the moon using the elements, which she cannot use, and even then they would not work because Moony isn’t evil.
 
B: Irrationality at its finest, “X can’t love me, it is forbidden, better go very far away where X can never get to me, regardless of my own well-being, regardless of how much it will hurt X” their love isn’t forbidden, I can’t stress that enough. Moony! There is absolutely NOTHING wrong with Luna loving you!

I’m just picturing her trying to invoke a Journey to the Moon while Celestia is left confused by the experience:
 
Moony: I do so love bananas! Bananas are amazing! Truly, no fruit can compare to bananas!  
Celestia: Okay. I disagree with you, but I’m willing to accept that you have your own opinion.  
Moony: Um… you eat too much cake!  
Celestia: Can there really be too much cake?  
Moony: And you lost in so many fights against enemies of Equestria!  
Celestia: Thank you for your honesty. I’ll take it into account and try to improve.  
Moony: Don’t these statements make you want to launch me in the direction of a lifeless rock in space?
