Hm, hm, so yeah, after looking at this for a few more minutes, I feel like I have to say… it looks like an edit.  
How everything else looks like a smooth vector and then the arm looks like it was added on in MSpaint with the pencil tool. It just makes me think of those people who take vectors of bg fillies and recolor them in MSpaint to make “offspiring oc’s”.
 
I don’t mean to offend, but it just doesn’t look right. Especially since in other pieces the artist credits using others vectors. But not in this one where it looks so painfully obvious that a vector was edited.

Hmm, odd. Everything else in the image looks like vector quality, yet the arm is pixelated, very unlike a vector. I don’t know how to feel about that…
