I think she’s supposed to be a BoS member that chooses not to wear the helmet, like how Paladin Danse has that cowl (apart from the ArcJet mission).
I’d have pegged Dash for still being a Minuteman holdout, like Garvey. It takes a hell of a lot of loyalty to stick with your side after the repeated curbstomps of Quincy, Lexington, and Concord. Garvey was willing to stick by those under his protection until he died, so that’s something I’d see Dash doing as well.
