That second character is Jun Watarase from visual novel-turned-anime Happiness!
 
I thought that was James, at least from the English dub of Pokemon, perhaps James was intentionally made as a woman first by the franchise god himself, but we saw nothing feminine from him since his debut.

i know of that other character to , see them a lot on gelbooru , forget his name though jun something , im like one of the few that don’t see an appeal in him though……
 
the sjws would probably love to get offended at the pokemon episode that ash crossdressed in , but they’re very effective at mobilizing against current things in real time…..
