There isn’t any space between nickname and upload date if the uploader doesn’t have any badges. Copypasting indicates there is a linebreak, but it is not displayed. Easiest visible on anonymously uploaded images.
The single-line description box is displayed even when there isn’t a description - I think it should be hidden completely, along with “Description” title, if there isn’t one AND viewer doesn’t have ability to edit this description.

DNP is moderators’ concern (EDIT: though it does apply, now moderators have to scroll to check DNP unless they have different UI, which I think would be a bag of issues in itself).
I want to know who uploaded image and when; one of the uses is knowing which tags I will likely need to add because specific uploaders have tendency to undertag specific things.
And I think this information being in the header (*with the badge fix) does not occupy extra space (especially since for me personally it has to display two bars anyway, due to having too many buttons for my screen width) or interfere with visibility; while it being under the image does occupy extra space and reduce its own visibility.
Both options have the image itself front and center regardless, which is where most people will be looking, unless their screens are positioned too high or too low. It’s not “more important than the image” because it’s not in focus, despite being above the image.
(also I think the importance argument is bad because can be applied to the entire universal header)
P.P.S Description is where order of importance applies: people need to see image first, then, if they want, description. This is why moving description above the image would be nonsensical even before static content-changing metadata concern.
This is an additional point I want to make: right now static (uploader, timestamp) is “mixed in” with dynamic (description) with a separator (advertisement box) between two dynamic zones of description and tags. I think advertisement box between image and description was better in this regard.
