I wonder if they just more or less shrugged it off in Rainbow’s case if they knew what happened. Rainbow did comment on the ride on the giant snowball, though anything else? What of it? Was it more of a convenience and did she aid in the repairs? Did the workers realize “Well, the place WAS in pretty out of spec safety code” and write some of that off while Rainbow apologized and just accepted it all, AND decided to not do that again? I’m not saying that happened, it’s off-script.
 
Wind Rider’s case, though, he didn’t accept it in-episode and was surprised he was booted. “Didn’t you expect your actions to end up this way?” While his past records may have been impressive, what he was trying to do was in short stifle growth of his fellow wonderbolts and may have kept on doing it to any others who got close, potentially damaging beyond what he understands all so he could keep his old record from years ago as the highest score like a bully. Wind Rider didn’t say anything like “OK, I see what I did was a mess and was quite damaging. Thanks for finding out what happened.”

 
Now what’s the next step in your master plan?

Also nopony actually witnessed Rainbow doing any of that nor were there any post investigations like this episode.  
But regardless you are correct she did in fact cause winter to arive ahead of schedule.

Yet Rainbow Dash blows up the Weather Factory and doesn’t get punished for it. Yep legal system is truly fair. Wait lets add on to it.
 
Breaking and Entering, Sabotage, Vandalism, and Geological Tampering yep that’s quite a criminal record that was…ignored? Guess being the Element of Loyalty gives you diplomatic immunity.

Yeah seriously, with him looking very old he should be a veteran or at least a higher position than Spitfire seeing he’s a better flier than her. So how does someone of higher rank get kicked out from someone of lower power. Isn’t that going over rank?
 
And now with him being kicked out I smell the Shadowbolts coming back with Windrider and Lightning Dust returning.
