Tatzel ponies have an array of feelers and such on the inside that may be used by non-food occupants to communicate wants and needs particularly if the tatzel pony is otherwise distracted.
In theory you could “drive” a sleeping tatzel from the inside if they happened to fall asleep or something.
Just make sure you know what you are doing or things could get embarrassing for your ride.
