WAUGHMP WAUGHMP.
Alright, it wasn’t observant of me (res was too low), but general look is that to me.
You don’t know much do you? First off this was taken with a fish eye lens effect which is why the ceiling looks distorted. Second that blue orange streak is most likely a hanging rainbow dash viewed from the side. And third the “wet plaster” is the shadow of said hanging object. Oh and the hook is obviously just that, a hook.
I would not. Non-uniform shape of ceiling, weird iron wire on left for no reason, blue-orange streak on right, then wet/plaster spots in corner - implies roof leak. Can’t say anything about letters, it’s decoration.
Verdict: That’s room in old and under-maintained house.
By the way, nice collection!
