So… when Maud said “the basic of jokes”, how did the phrase end up with that meaning…? Is it implying “below the basic” in some way, or is it using “basic” as if “rock bottom”?

its basically the Latter/ the second option. It wasn’t describing all of Discord’s jokes. It was only applied to the ones in this episode

Can someone help explain the meaning of Maud’s line to this person born in a non-English speaking country? I still haven’t fully understood it since the episode aired… Is she, like, implying that Discord is a laughing stock, or saying that he doesn’t know how to do humor (which is kind of not generally true)?

I know, I’ll take heat for this, but actually liked Gallagher as a kid, (despite all the hate he gets) and thought he was funny.
 
Though I hear lately he’s not been being a very nice guy, and has made some unpleasant remarks about people, and such. Which is a li’l disappointing to hear.  
(Though, I don’t know if that’s due to himself becoming cranky/cynical, or him reacting to being constantly put down in the media which is what gave him such a cynical & rude outlook.)

Maud should’ve been named Hostess, ’cause that was a zinger.

Let me say for the record that I despise Gallagher. Discord, unlike that lunatic, is actually funny… usually.
