Exactly what TheAntiCat said. Photoshop will give you the best gif quality for sure, but there is a learning curve. There’s also some programs that allow you to screen capture gifs, like gifcam or ScreentoGif. (Please be careful downloading them, most screen capture software is full of malware.)
There’s also websites like gifyoutube that allows you to make quick gifs using youtube URL’s. You can also use websites like ezgif or online-image-editor to edit your gifs. (Like cropping, re-sizing, add text)

You can use Photoshop or a service like http://imgur.com/vidgif to extract up to 15 seconds from a Youtube video. Photoshop is best for quality.
