Because they were intended to be child like talking pets. Unfortunately the way they were engineered this resulted in most fluffies having the intelligence of mentally retarded five year olds.
 
There’s other explanations given in addition to this why natural selection hasn’t made the average fluffy smarter depending on who’s writing the particular story.
 
A couple common explanations are that fluffies will gang up or shun other fluffies that appear to be significantly smarter, (Smarties don’t count since they aren’t really more intelligent than the average fluffy, they’re just aggressive bullies.) and that Hasbio only had a very narrow genetic profile for the original fluffies, meaning that that fluffies in general are horrifically inbred to the point that in all likelihood despite being an invasive species they’ll just die out in a few centuries on their own. The inbreeding thing is also sometimes used to explain why deformed runts are so common.
